Twilio phone numbers may be called or texted to by outside users, just like any other phone number. To help prevent unwanted contacts, we wait at least two months and monitor for low contacts prior to re-introducing phone numbers. That said, some customers may still receive unwanted contacts on their Twilio number. This guide covers our recommendations for users who may be experiencing these issues.
Incoming Calls
Unwanted incoming calls to your Twilio number can be blocked in a number of ways: Using a blank webhook, responding with the <Reject>

Incoming Messages
To prevent all incoming messages and corresponding charges, remove the webhook URL from your Twilio phone number. More details can be found in our article Is there a way to block incoming SMS on my Twilio phone number?
Change your Twilio Phone Number
If none of the above options work for your use case, you can always release your Twilio number, and then buy a new number on your project.
