Resolve Google Ads EU Political Advertising Error

Issue

When attempting to connect a Segment Engage audience to the Google Ads Remarketing Lists destination, you may find that the destination fails to connect and does not appear in the active connections list.
 
Additionally, the console displays a warning modal with the following Google Ads API error message:
  • INVALID_ARGUMENT - EU_POLITICAL_ADVERTISING_DECLARATION_REQUIRED
  • "Mutates are generally not allowed if the customer contains non-exempt campaigns without the EU political advertising declaration."

Cause

When you connect a List destination like Google Ads Remarketing Lists, Segment immediately makes an API call to Google to create that specific audience list. If the target Google Ads account contains active campaigns that are missing a mandatory EU political advertising declaration, the Google Ads API rejects the list creation request. Because Google blocks the list creation, Segment aborts the destination connection process.

 

Resolution

To resolve this issue, you must satisfy the policy requirements directly within your Google account before retrying the connection in Segment:

  1. Log in to your Google Ads account using the specific Customer ID targeted by your Segment destination.
  2. Review your active ad campaigns to identify any that require the EU political advertising declaration.
  3. Complete the required declarations for those campaigns, or explicitly mark the campaigns as exempt in accordance with Google's advertising policies.
  4. Once the policy violation is resolved in Google Ads, return to the Segment Console.
  5. Navigate to your Engage audience and attempt to connect the Google Ads Remarketing Lists destination again.
