As of July 14, 2021, Twilio has opened up access to A2P 10DLC registration in Console for all customers. However, there are some categories of customers who are not yet able to register, including government entities, and smaller customers sending fewer than 3000 messages per day to the US.
If you received an email from Twilio inviting you to begin onboarding for A2P 10DLC, it is strongly recommended you do so as soon as possible. The majority of customers who have received an email invitation should be able to proceed.
The categories of customers who are not yet able to complete registration are listed below.

Who can currently register for A2P 10DLC?
Anyone can register if they do not fall into one of the below categories of customers who are blocked from completing registration. Notably, these blocked categories include smaller customers sending fewer than 3000 messages per day to the US using 5 or fewer long code numbers – Twilio will offer an additional simplified registration option for such customers.
If you do not fall into one of these categories listed below, you are strongly recommended to complete A2P 10DLC registration. To get started, visit the Trust Hub in the Twilio Console, and click the button to begin A2P registration.
Who cannot yet register for A2P 10DLC?
Support for government entities is planned, but they do not yet have a registration path for A2P 10DLC. Twilio will share updates when we have them.
Special Use Cases (e.g. charities, emergency services)
The ecosystem does not yet have a fully-defined process for registering the Special Use Cases that exist within A2P 10DLC. If one of these use cases applies to you, please wait for further guidance from Twilio to begin registering:
- Agents; franchise; local branches
- Charity (501(c)(3) organizations)
- Social Engagement
- Sole Proprietor

Twilio has temporarily removed these Special Use Cases from the Campaign registration flow in Console and API until there is further clarity on how to proceed. Twilio will provide guidance via email and make documentation updates as soon as we are able.
ISV-type customers with clients sending <3000 messages/day to the US with up to 5 phone numbers
Twilio has announced a streamlined Starter Brand registration option for ISV clients sending fewer than 3,000 SMS segments and MMS per day to the United States and using no more than 5 long code phone numbers. However, the process for completing Starter Brand registration is still being finalized. More information on Starter Brand registration can be found in our blog post on A2P 10DLC Starter Brands.
To be clear, the above limitation applies to the smaller clients of ISVs only – ISV customers who have received an invitation to begin onboarding can proceed with onboarding their larger customers sending more than 3,000 messages per day to the US, and are encouraged to do so as soon as possible.
Customers sending <3000 messages/day to the US with up to 5 phone numbers
Twilio is still working on a streamlined registration option for customers who send fewer than 3000 SMS segments and MMS per day to the US using 5 or fewer phone numbers. For example, independent developers, hobbyists, and small- to medium-sized businesses would be covered by this option. Please continue to wait for more details from Twilio on how A2P 10DLC will apply to your account.
