Yes - it's possible when using the Customer.io (Actions) destination, which is built and maintained by Segment’s partner Customer.io and only supports cloud-mode connections (server-side events).

With this destination, you can track anonymous events from users who are not yet known to Customer.io. If you have Customer.io's event merging feature enabled, all incoming events that share the same anonymous_id within the last 30 days will be associated with the same user.
