Starting on October 1, 2022, a subset of smaller US wireless networks will begin charging Short Code Carrier Fees of $0.0035 per message. As a result, Twilio will now bill customers using 4 separate billable items for Short Code Carrier Fees. This guide explains the changes to short code carrier fees, and how to tell which carriers are charging which fees.

Overview 

Previously, these carriers were billed as part of the Short Code US Outbound “Other” Messaging Billable Item, which consisted of several smaller US networks. Many of these carriers charged short code carrier delivery fees of $0.0025, which were passed-through to Twilio Customers. As of October 1, 2022, a subset of these networks will begin charging $0.0035.

Notice: Please note that this is a slight correction to a previous communication, which implied Twilio was not yet billing for any Carrier Fees over these networks, when in fact, Twilio had already been billing certain networks at $0.0025 (now referenced below as Group A). These fees are charged as pass-through fees.

Billable Item Changes

Twilio has updated our systems to accommodate this change, and will now bill customers using 4 unique Carrier Fee Billable Items aligned to Short Code US Outbound “Other” termination:

Group A → $0.0025

• Authy & Verify - UNITED STATES Outbound Shortcode SMS - Carrier Fee - Other - Group A

Group B → $0.0035

• UNITED STATES Outbound Shortcode SMS - Carrier Fee - Other - Group B
• Authy & Verify - UNITED STATES Outbound Shortcode SMS - Carrier Fee - Other - Group B

Please find below the mapping of “Other” network names, MCCs, MNCs to the corresponding Carrier Fee Billable Items. Many customers will now be billed for both Group A and Group B Billable Items depending on which networks they terminate traffic over.
