Your user needs the content templates create permission for the account.
Procedure
- In the Twilio Console, select Communications in the left sidebar.
- Select Messaging, then Templates.
- Select Create new template.
- Enter a Template name and select a Template language.
- Under Content type, select WhatsApp card, then select Continue.
- In the WhatsApp card section, enter your message in Body.
- Open Header type and choose Text or Media:
- For Text, enter the heading in Header text.
- For Media, enter the file address in Media URL.
- Optionally enter a closing line in Footer.
- Under Button 1, open Type of action and choose an action such as Quick reply, then enter the button label in Button text.
- To add another button, select Add button and repeat step 9.
- Select Save.

- Header type is required.
- Body allows up to 1024 characters, Header text up to 60, Footer up to 60, and Media URL up to 1600.
- A WhatsApp card can have up to 9 buttons.
- Switching Header type clears the field belonging to the type you switched away from.
