Your user needs the content templates create permission for the account.
Procedure
- In the Twilio Console, select Communications in the left sidebar.
- Select Messaging, then Templates.
- Open the template you want to extend and select Edit, or start creating a new template.
- On the Details tab, select Add fallback.
- In the Add dynamic fallback panel, select the content types you want to include. They are grouped as Simple, Interactive, and Advanced, and each option shows the channels it supports.
- Select Continue.
- Back on the Details tab, each selected content type now has its own expandable section. Open each one and fill in its fields.
- Select Save.

- Dynamic fallback lets you send multiple templates in one request. The API delivers the richest eligible one, and you can submit that version for WhatsApp approval. Lower-numbered templates are richer and prioritized.
- Every content type you add must pass validation before the template will save. A section with problems shows an error count badge and lists the errors so you can fix them.
- The Content type field in the General info section lists every content type currently included in the template.
