Your user needs the content templates create permission for the account.
Procedure
- In the Twilio Console, select Communications in the left sidebar.
- Select Messaging, then Templates.
- Select Create new template.
- Enter a Template name and select a Template language.
- Under Content type, select Quick reply, then select Continue.
- In the Quick reply section, enter your message in Body.
- Under Button 1, enter the button label in Title, and optionally an ID you can use to recognize which button the recipient tapped.
- To offer more choices, select Add button and fill in the next button. To take one away, select Remove on that button.
- Select Save.

- A template can have up to 5 quick reply buttons.
- Body allows up to 1600 characters, a button Title up to 25 characters, and a button ID up to 200 characters.
- Every button you keep must have a title. If you added a button you do not need, remove it before saving or the template will not validate.
- The ID is a unique identifier that is not shown to the recipient.
- Quick reply templates are eligible for Facebook Messenger, Apple Messages for Business, and WhatsApp. WhatsApp business-initiated sends require approval first.
