  1. In the Twilio Console, select Communications in the left sidebar.
  2. Select Voice, then Elastic SIP Trunking.
  3. Select the SIP header manipulations tab.
  4. Select Create a policy.
  5. In the Create a policy panel, enter a Policy friendly name — a unique identifier for the policy, up to 64 characters.
  6. Select Create.
  7. A Header manipulation policy created. confirmation appears and the console opens the new policy, where you can add request and response rules.
