The Spanish regulator (CNMC) has introduced a new Sender ID Register. Starting September 15, 2026, all Alphanumeric Sender IDs used to send SMS in Spain must be registered on this centralized registry. This guide walks you through how to send OTP messages to Spain via Twilio Verify and Authy APIs.
To determine the actions relevant to you, please answer the following questions:

1. Customers using TWVerify
To make it easier for Twilio Verify/Authy customers, Twilio has already registered the Twilio-owned TWVerify sender ID for your standard SMS OTP use cases and will ensure your brandless OTP messages are sent exclusively from the TWVerify common sender ID. Here’s an example of what this looks like:

Compliance Requirements: You will need an approved Primary Customer Profile by November 15, 2026. If your Primary Customer Profile is already up to date, you don’t need to do anything else. If it isn't, follow the instructions below to update it.
How to create or update your business’ Primary Customer Profile
- Navigate to Products & Services > Trust Hub > Profiles to begin creating your customer profile.
- Follow the steps and provide your business details, including entity type, official business name, business registration number and contact information. If you are a sole trader (proprietor), make sure to complete your Individual Primary Customer Profile.
- After you submit, our team will review your profile and update its status to “Approved” or “Rejected”. You'll receive an email with the result.
2. Customers Registering a Branded Sender
If you want your SMS OTP messages to include your own brand name in the sender ID or the message body, you must register a branded sender ID through the Twilio Console.
There are two paths available. Customers with a Spanish digital certificate (FNMT) should choose the first path.
Path 1: Customers with a Spanish digital certificate (FNMT) - Self-register your Sender ID with CNMC
- Log in to the CNMC Alias Registry Portal using your Spanish digital certificate (required for this path). For detailed instructions on completing the CNMC portal flow, see our step-by-step registration guide.
- Complete the alias registration form with your company details, legal representative information, and the Sender ID you want to register.
- Select "Twilio Ireland Limited" as your Registered Provider of Origin (PRO). If an ISV platform or agency manages your messaging, list them as a Third Party (Tercero).
- Watch for an email from the CNMC (gestion.notificaciones@cnmc.es) to your legal representative. They must log back into the portal and approve the registration within 10 business days, or the registration will be rejected and you'll need to resubmit.
- After the legal representative approves the registration, download the "justificante." This document is the CNMC's proof that the registration has been authorized.
- If you are using the new Twilio Console:
- Log in to the Twilio Console and go to the Alphanumeric Sender ID page (Phone Numbers → Alphanumeric Sender ID).
- In the section in purple, click the link in “Please use our updated registration form. Go to registration form” or go there directly from here.
- If you are using the Legacy Twilio Console:
- Log in to the Twilio Console and go to the Alphanumeric Sender ID page (Phone Numbers → Alphanumeric Sender ID).
- In the "Global registrations" tab, click "Add a new Sender ID" and add Spain as the recipient country.
- Follow the on-screen steps to provide the required information, then upload the "justificante" so we can verify the CNMC registration has been authorized and provision your Sender ID.
Submit your application. - Important: Be sure to check the “Will you be using this Alphanumeric Sender ID in Authy or Verify products?” checkbox at the end of the form.
- Once both the CNMC and Twilio approve your registrations, your Alphanumeric Sender ID will be provisioned to your account. If Twilio approves your registration before the CNMC does, your Twilio Sender ID registration will show as “In review” until CNMC approval is complete.
The company details you give the CNMC must match the details you give Twilio. Your legal company name and business registration number (tax ID) must be identical in both places, or your traffic will get blocked.
Path 2: Customers without a Spanish digital certificate - Register your Sender ID with Twilio as your authorized representative
- If you are using the new Twilio Console:
- Log in to the Twilio Console and go to the Alphanumeric Sender ID page (Phone Numbers → Alphanumeric Sender ID).
- In the section in purple, click the link in “Please use our updated registration form. Go to registration form” or go there directly from here.
- If you are using the Legacy Twilio Console:
- Log in to the Twilio Console and go to the Alphanumeric Sender ID page (Phone Numbers → Alphanumeric Sender ID).
- In the "Global registrations" tab, click "Add a new Sender ID" and add Spain as the recipient country.
- Follow the on-screen steps to provide the required information, including the letter of authorization which you can find at the bottom of this Help Center article, along with:
- Proof of Business: Business document showing legal name, address, registration number, and officers of company
- Proof of Legal Representative: Government ID of the officer listed on the business registration documents
- Proof of Sender Link: Proof that the business has the right to use the specific Sender ID requested if the Sender ID is not the business name
- Important: Be sure to check the “Will you be using this Alphanumeric Sender ID in Authy or Verify products?” checkbox at the end of the form.
- Submit your application.
When both Twilio and the CNMC approve your registration, we'll add your Sender ID to your accounts.
If you’re an ISV managing registered Sender IDs for your customers
In this case, each Sender ID your customers use needs to be registered with the CNMC. Any customer with a Spanish digital certificate should self-register and list you as the Third Party (Tercero) and Twilio as their Registered Provider of Origin (PRO). Be sure to share your exact company name and Tax ID with the customer as an exact match is required for traffic to not be blocked. Once your customer has registered, submit that information to Twilio via the Console.
