Objective
Twilio can help you register your Alphanumeric Sender ID for SMS messages sent to Spain. The Spanish regulator CNMC (National Commission for Markets and Competition) has recently announced new rules surrounding a Sender ID Registry. To comply with local regulations and ensure delivery, you must demonstrate a legitimate link between your business and the Sender ID you wish to use. Because this is an official Spain registry, Twilio will submit your registration application to the registry on your behalf, and you (or your authorized representative) will then need to complete the approval steps within the regulator's portal to finalize the process.
URGENT DEADLINE: Beginning June 7, 2026, carriers will block any unregistered Sender IDs sent into Spain.

Procedure
Step 1: Twilio Console Registration
Any Sender ID not registered during the Bulk Upload process must be registered individually through the standard Twilio Console. To register a Sender ID in Spain this way, you must provide three types of documentation:
1. Proof of Business (Entity Identification)
You must provide official documentation that proves the legal existence of your company. Please provide a Spain or European Union business registration. Businesses with registrations outside of Spain or the EU may be required to provide additional information. Please submit one of the following:
- Certificate from the Commercial Registry
- Articles of association
- Commercial extract
2. Proof of Link of Sender to Business
You must prove that your business has the right to use the specific Sender ID you are requesting. This can be established in one of three ways:
- Business Certificate showing Company Name or DBA: If your Sender ID matches your legal business name, the documents provided in the Proof of Business section above will serve as your proof of link.
- Trademark or Trade Name Certificate: Provide a registration certificate from the Spanish Patent and Trademark Office (OEPM) or the EU Intellectual Property Office (EUIPO). You may also provide an extract from the Official Industrial Property Gazette (BOPI).
- Internet Domain: Provide a contract or certificate of ownership from Red.es or an ICANN-accredited registrar showing your business as the owner.
- Other: Official documentation showing proof of the sender ID to the entity.
3. Business Representative’s Government ID
The business representative must be an authorized representative of the business. This authorized user will complete registration with the CNMC as the authority.

Government Issued ID: Provide a government issued ID document or passport number of the business representative that includes the Spanish NIF or passport number of the business representative.
- The business representative must have a Spanish digital certificate or an eIDAS credential to qualify as a representative in the CNMC portal.
4. Declaration of Ownership:
The business owner or authorized representative must provide a sworn statement explicitly declaring their ownership of the registered elements. Please download and complete the Affidavit from the Sender ID holder regarding the link to official records.
Step 2: CNMC( Spain's National Commission for Markets and Competition) Registration & Approval
After Step 1, Twilio will review your registration. Once approved by Twilio, Twilio will share your registration with the CNMC and you will need to approve the registration with the CNMC.
- The CNMC will reach out to the authorized representative to complete the registration of the Sender ID.
- The authorized representative will receive an email from the CNMC with access instructions.
- ISV/Reseller Notice: If you are a ISV/reseller, ensure your direct customers are aware that Twilio is the final service provider, as they will be asked to confirm this detail.
- The registration in the CNMC portal must be completed within 10 working days of receiving the notification.
- Applications not approved within that 10-day window will be rejected.
- To log into the CNMC portal, the legal representative will need either a Spanish digital certificate or an eIDAS credential.

Summary of Registration Steps
Here is an overview of how the end-to-end process works:
- Step 1: Prepare Information & Documentation. Identify the Sender IDs you need to register and gather the required documentation (Proof of Business, Proof of Sender ID Relationship, Government Issued ID, and Declaration of Ownership).
- Step 2: Submit to Twilio. Provide your registration details to Twilio by uploading your documents via the Twilio Console.
- Step 3: Twilio Review & Submission. Twilio will review your submission to ensure it meets Spanish regulatory requirements. Once vetted, Twilio officially submits the application to the CNMC registry on your behalf.
- Step 4: Regulator Notification. The CNMC will send an email containing portal access instructions directly to the Authorized Representative listed on your application.
- Step 5: Final Approval in CNMC Portal. The Authorized Representative must log into the CNMC portal using a valid Spanish digital certificate or eIDAS credential to confirm Twilio as the service provider. This must be completed within ten (10) working days of receiving the email, or the application will be rejected.
- Step 6: Registration Confirmation. The CNMC will review the application. Once the CNMC approves the application, Twilio will send an alert to your customer notification email address confirming that the Sender ID has been successfully registered.
