Why is the reroute button in a number configuration page grayed out?

You can not re-route a number to a region that does not have a saved configuration already set for the specific number. There is a notification at the top of the Twilio Console that explains this as well.
To enable the re-route button, Assign a configuration to the number (e.g., webhook, SIP trunk, TwiML Bin)
