Error 63020 "Twilio encountered a Business Manager account error" when Sending Programmable Messages to WhatsApp

If an outgoing message to WhatsApp returns a 63020 error code, this likely means you still need to accept Twilio's invitation to send messages on your behalf. This guide covers the following topics for diagnosing and resolving your issues:

Twilio's invitation

Once approved for WhatsApp messages, Twilio will send an invitation that allows us to send WhatsApp messages on your behalf. Please login to the Facebook Business Manager to accept the invitation.

If you have already accepted the Twilio invitation (or have never received one), continue to Facebook Business Manager settings.

You will also need to ensure that you have a payment method associated with your Facebook Business Manager account. This is required by Facebook for verification purposes.

If you have already accepted the Twilio invitation, or have never received one, please collect the following information:

  • Your Twilio project Account SID
  • The WhatsApp billing account (Business Manager ID) associated with your business
