South Africa National Phone Numbers
Step One: If you have not already done so, you will need to enter a valid addressanywhere in the world for the end user of the phone number by clicking on the red plus sign and following the prompts. The end user is the party actually making or receiving calls with the phone number.
Step Two: You will need to enter an identity document for the end user by clicking on the red plus sign and following the prompts. The address in the identity document must serve as a “proof of address.” In other words, the address in the identity document must be the same as the address entered in step one.
Here are the requirements for the identity document:
- Business: If the phone number is being used for a business, we need identity documents for both the legal representative of the business and the business itself. Accordingly, combine the following two documents into a single PDF and then upload them here.
- A government-issued identity document for the legal representative of the company (e.g., passport, national ID). Be sure to enter the ID number when you create the document.
- The company’s business registration document.
- Individual: If the phone number is being used by an individual, provide a government-issued identity document (e.g., passport, national ID) by uploading a PDF of the document here. Be sure to enter the ID number when you create the identity document, and be sure the identity document includes proof of address. You may need to upload an additional document to your account if your id does not provide proof of address.
Step Three: Once we’ve reviewed and approved the identity document, you will need to map the phone number to both the address of the end user and the corresponding identity document of the end user. Here are instructions for mapping an address and an identity document.

The end user is the party actually making or receiving calls with the phone number.
Step Two: You will need to enter an identity document for the end user by navigating to the identities page in your Twilio account, clicking on the red plus (+) sign, and then following the prompts. The identity document must prove the following:
- Name
- Address
- Tax Number (VAT)
As part of Step Two, you may need to upload more than one document (see the list of acceptable documents below) to ensure you provide proof of all three elements: name, address, and tax number (VAT). If so, please combine all documents into a single PDF document before uploading them.
To prove all three elements, please use one or more of these acceptable legal forms of proof:
- Legal forms of proof of identity for a business include a government-issued identity document such as an excerpt from a commercial register. (Note toll-free numbers in Portugal are intended for business use.)
- An ID document that contains the Portuguese address of the end user (and does not conflict with the proof of identity) or a recent utility bill with the Portuguese address of the end user.
- An ID document that contains the tax number (and does not conflict with the proof of identity or address).
If you upload more than one document, be sure the documents are consistent. For example, if you submit an excerpt from a commercial register and a utility bill, be sure the utility bill has the name of the business on it and that the name of the business is the same name on both documents.
Step Three: Once we’ve reviewed and approved the identity document, you will need to map the phone number to both the address of the end user and the corresponding identity document of the end user. Here are instructions for mapping an address and an identity document.
