Per Verizon's direction, Twilio will be moving all SMS and MMS traffic to utilize Verizon's new 10-digit long code (10DLC) A2P service effective January 29th. 

Twilio will be moving all existing and new long code SMS and MMS terminating with Verizon to their new 10-digit long code (10DLC) A2P service. Unlike today's long code product, this new service has been designed specifically for commercial long code messaging. We believe this service will offer our customers the best possible stability and deliverability available on long codes. Many of you have been asking for the best possible quality, and we believe this new service will offer our customers just that.

For this new commercial long code service, Verizon is adding a termination surcharge of $0.0025 per mobile terminated SMS message segment and a termination surcharge of $0.005 per mobile terminated MMS message. All commercial long code Verizon traffic, regardless of provider, is being directed to this product and will be subject to this fee. We will pass this fee through to our customers at no markup. To ensure transparency, this fee will appear as a separate line item on your invoice. This fee is equal to the fee that short code customers pay for the termination of messages to the Verizon network today. Short codes continue to offer best in class deliverability, reliability, and throughput available in the market today.

Twilio believes that similar fees may be added for terminating long code traffic on other carrier networks in 2020. If and when that happens, we will update you and, as always, act in a manner consistent with our promise of quality, trust, and transparency.

What is Verizon A2P 10DLC?

This refers to Verizon's new "10-digit long code (10DLC)" service. This is an industry-first solution to explicitly allow Application-to-Peer (A2P) SMS traffic over long code phone numbers in the US.

Do I have to use Verizon 10DLC?

Yes. All long code messaging to Verizon is required to utilize this new service.

What exactly will change when this service goes live? Does 10DLC still have carrier filtering?

You should expect to see improved delivery quality of SMS and MMS to the Verizon mobile network. The new Verizon 10DLC service does have filtering, but it is designed to target spam and abusive traffic and is not geared toward blocking all forms of A2P messaging as is the case with the filters currently in place with many US and Canada mobile carriers.

What is the cost of this new service?

Verizon is adding a termination fee of $0.0025 per SMS message segment and a $0.005 per MMS sent from a Twilio long code number to Verizon. We will pass this fee through to our customers at no markup. To ensure transparency, this fee will appear as a separate line item on invoices and on the Usage page in Console.

Notice: This fee does not apply to incoming messages from Verizon users to your Twilio number(s). The new fee only applies to outbound messages sent to Verizon users over long code phone numbers.

Are providers other than Twilio subject to this fee?

All providers--not just Twilio--are impacted equally by this fee that Verizon is instituting. Twilio has made the decision to pass along the fee without any markup.

Do I need to do anything, like change my Twilio numbers or account configuration?

No, you do not need to make any changes to your Twilio account or phone numbers. After the service goes live, all your long code traffic to Verizon Wireless will automatically begin sending via the new 10DLC service.

Will this change my Twilio phone numbers?

No, this new service does not cause any changes to your Twilio phone numbers. This change only affects cost and delivery quality for long code SMS & MMS to the Verizon network.

The term "10-digit long code" (10DLC) refers to standard US/Canadian local phone numbers, such as those Twilio offers, which are 10 digits long including the area code.

If I use short codes today, should I move to long codes now?

Twilio recommends that if you use short codes today, you continue to do so. Short codes continue to offer best in class deliverability, reliability, and throughput across all major mobile networks, not just Verizon.

What about other mobile networks (AT&T, T-Mobile etc.)?

This new service is only for SMS & MMS to Verizon. Twilio expects that the other major US and Canada mobile carriers will eventually follow with their own solutions for allowing A2P traffic over long codes, however there are no ETAs available at this time. As always, we will keep our customers updated with information about such changes whenever we have news to share.
