Before we begin
Due to regulatory requirements, there is, sometimes, a need for documents to be submitted by customers to ensure that registrations are done on behalf of customers who have the right to send SMS in China. This serves to ensure that traffic is coming from legitimate sources and minimises any potential misuse.
This article outlines the requirements for pre-registration of a signature in order to send SMS in China.
Background
In order to leverage and send SMS to China, you will be registering what is known as a signature. Which is an identifier at the beginning of your SMS. This signature or identifier must be that of the brand or entity. Generic signatures will not be allowed. If Alibaba is applying to send SMS, the signature must be Alibaba in this format【Alibaba】【阿里巴巴】and must appear at the beginning of your SMS sample in brackets【Signature】 . Operators recommend the signature to be in Chinese.
Eligibility
Only customers with a valid business license in mainland China and are citizens with a valid Chinese citizen's ID card are eligible. A foreigners residential card or international passport is not eligible.
Requirements
- Business License Requirement: Only customers with a valid business license in mainland China are Eligible and must be a colored soft copy.
- Resident Identity Card Requirement: Only customers who are able to provide photos of both sides of Chinese resident contact person's Resident Identity Card are eligible. Foreign passports are not permitted.

- Registered Signature and Templates: Customers must guarantee that all messages will be sent using registered signatures and templates.
- Opt-in Compliance: Customers must guarantee that end-users have opted in before receiving messages.
- URL Support: Please note that there is no URL support. Do not include URLs in your SMS content
Promotional Requirements
If you plan on sending promotional messages, you must acknowledge that all registered and sent messages will include an opt-out tag 拒收请回复R (which translates to “To unsubscribe, simply reply with R”)
Another thing to note for customers that wish to send both transactional and promotional SMS must guarantee they are able to segregate the traffic over different Twilio Account Sids.
Instructions
To register for China SMS, ensure you you are eligible and provide the above requirements. Kindly navigate to your Twilio console to fill and upload the necessary documents required. You will also be uploading an excel file with your signature in bracket 【】 as well as the contents. Attachment below.
