Before we begin
ComReg the Irish regulator has introduced Alphanumeric Sender ID registration in Ireland. The Alphanumeric Sender ID registry works as follows:
- ComReg manages the Alphanumeric Sender ID registry;
- Alphanumeric Sender IDs can be registered directly on the ComReg portal by customers or by ‘Participating Aggregators’ on their behalf;
- The ComReg SMS Registry portal officially launched on 27th May 2025 for Participating Aggregators to pre-register their customers’ Alphanumeric Sender IDs;
- Alphanumeric Sender IDs will be granted on a first come first served basis.
The criteria for registering an Alphanumeric Sender ID are:
As set out by ComReg, the Alphanumeric Sender ID applicant must be a legitimate organization and have a need to register an Alphanumeric Sender ID in the State.
The Alphanumeric Sender ID owner shall demonstrate that it meets these criteria by submitting at least one of the following:
(i) A company’s Irish (or international equivalent) CRO number, Revenue VAT or business number or international equivalent;
(ii) A partnership /sole trader’s Irish (or international equivalent) VAT number in their name (s) or proof of their business or Irish income tax registration;
(iii) For a trademark holder that holds a trademark that is enforceable in the State, the trademark number or a digital copy of the trademark certificate;
(iv) Registered charity number from the Charities Regulator or registration as a voluntary non profit making organisation in the State; or
(v) Evidence that the organisation’s premises are in the State e.g. organisations such as schools, clubs, etc.
Note from ComReg decision:
- For clarity, any organisation that does not meet the above criteria but wishes to submit the evidence that it is a legitimate organisation and has a need to register a Alphanumeric Sender ID in the State may do so, to ComReg.
- ComReg reserves the right to refuse any application that does not meet the above criteria.

Timelines:
- 27th May 2025: Official launch of the ComReg Sender ID Registry.

3rd July 2025 - 2 October 2025: Under ComReg’s regulatory requirements, the following categories of Alphanumeric Sender ID messages will be modified to “Likely Scam”:
- Where the Sender ID is unregistered i.e. not on the ComReg registry;
- Where the Sender ID is originating off a Participating Aggregators network not selected as an Originating Participating Aggregator on the ComReg registry by the Sender ID owner; and
- Where the Sender ID message is provided by a non-Participating Aggregator.

3 October 2025 onwards (Update:- 1st Oct 2025: ComReg has deferred the start of the blocking phase. Until a revised date is announced, messages that would otherwise fall into the blocking categories below will continue to be delivered but will be modified to display “Likely Scam.” See ComReg’s Sender ID page and the 16 Sep 2025 Information Notice for details.): Under ComReg’s regulatory requirements, the following categories of Alphanumeric Sender ID messages will be fully blocked once the blocking phase begins:
- Where the Sender ID is unregistered (i.e., not on the ComReg registry);
- Where the Sender ID originates from a Participating Aggregator’s network that has not been selected as an Originating Participating Aggregator on the ComReg registry by the Sender ID owner; and
- Where the Sender ID message is provided by a non-Participating Aggregator.
Instructions
To register your Alphanumeric Sender ID, you need to provide the following documents via the application form.

Sender ID Ireland - Customer Information (Please upload the filled excel file via Zendesk after the application submission)

- All fields from Columns 'A' to 'O' are mandatory and must be filled out in the spreadsheet.
- If a Company/Organisation has multiple Alphanumeric Sender IDs under their business, please use cells from Column 'P' to provide the additional Alphanumeric Sender ID details.
- If you are an ISV registering Alphanumeric Sender IDs on behalf of your end clients, ensure that client-specific information is entered in Columns 'A 'to 'O'.
- Please note that a separate Alphanumeric Sender ID application will be required for Alphanumeric Sender IDs of each end client along with their respective Business Licence / Letter of Corporation/Brand registration certificate.

- Business Licence / Letter of Corporation/Brand registration certificate (Any one of these documents to show the legitimacy of the company)
To get you up and running as quickly as possible, please fill out the document completely and accurately and provide any other required information. Use the example provided for guidance. Note that mobile network carriers are very strict about the details!
Providing the Correct Account SID(s) in Your Application
- When filling out the application form, please ensure that you include the Account SID(s) you intend to use for sending messages with the Alphanumeric Sender ID.
- Once the Sender ID is approved by ComReg, our team will configure it on the specified Account SID(s).
- ⚠️ Important: If you send messages from an Account SID that does not have the approved Alphanumeric Sender ID configured, your messages will be delivered as “Likely Scam.”
- If you plan to use multiple Account SIDs, you can provide those details after submitting the form by replying to the confirmation email or by contacting our support team.
Sender ID Review and Approval Process (Ireland)
Once you have submitted your Alphanumeric Sender ID application(s) via the Twilio Console, the Twilio Sender ID Operations Team will review your request and submit it to ComReg’s SMS Registry for approval.
What Happens After Submission:
- ComReg reviews the submitted sender IDs and approves those that pass ComReg’s KYC checks.

ComReg sends an email to the Sender ID owner with instructions to complete activation of the approved Sender ID(s). These actions include:

- Approving Twilio as the OPA (Originating Participating Aggregator).
- If you are working with a Third Party or ISV, you must add the 3rd party to the Sender ID as well.

⚠️ Please Note:
- If you registered your organization and the Sender IDs directly on ComReg’s portal instead of using Twilio’s application form, (including adding Twilio as OPA and any 3rd Party/ISV), please proactively notify Twilio about the same. You can do this by submitting a request via the application form and uploading an Excel file with the following information(no other document requirements are needed in this case):
- Account SIDs from which you plan to send messages. Please list all the Account SIDs you plan to use for this specific Sender ID.
- Sender IDs approved by ComReg
- Company Name/Brand associated with the approved Sender ID
- Third Party or ISV Name (if applicable)
Twilio will not be aware which Account SIDs to register your Sender IDs to without the above information and so the registration is considered incomplete until you notify Twilio with this. Failure to do so may result in traffic impact (either overstamping as ‘Likely Scam’).
- Sender ID applications may be rejected by ComReg due to inconsistencies or missing information during their KYC checks. In such cases, Twilio may reach out requesting additional documentation or clarification.
- If any approved Sender IDs are removed from your ComReg portal, please notify Twilio by sending an email to senderid@twilio.com.
- To ensure continued compliance with ComReg’s regulatory requirements, which mandate that traffic be sent only using approved Sender IDs. Twilio will disable any Sender IDs that have been removed from the ComReg’s approved list.
- If a removed Sender ID needs to be reinstated at a later date, it must undergo the full Ireland Sender ID registration process again.
- Twilio also actively monitors and routinely updates its systems based on changes reflected in ComReg’s approved Sender ID list. In cases where such updates impact your Sender ID configuration and may disrupt message delivery, our team will proactively notify you.
