A2P 10DLC Campaign Vetting Delays: Twilio cannot approve 10DLC Campaigns ourselves, and must rely on third parties who control our connections to carriers to sign off. These external processes are creating several week delays for our customers. We continue to escalate these issues and are working to reduce delays wherever possible. As a partner, what resources can Twilio provide me for custom branding my short code?

Once you have paid for your short code, the following documents are available to partners by request:

  • Welcome package: a general overview of the short code process, with helpful resources for getting the most out of your short code.
  • Carrier compliance guidelines: we provide guidelines for short code advertising, opt-in message flows, and HELP and STOP messages. We also have guidelines for Canada and UK short codes, and sample message flows in Spanish (US) and French (CA).
  • Guidelines for special use cases: Medical information, location based services, emergency notifications, and more.
  • Guidelines for special application processes: Migrating a short code, transferring a CSCA/Neustar lease, and more.
