Are there numbers that I cannot call from Twilio?

Yes. We do not currently allow outbound calls to premium rate service phone numbers (such as +1900 numbers in the US and +449 numbers in the UK). In general, Twilio doesn't support calling shared cost phone numbers as well as a small number of other premium routes.
