Why is certification required to purchase some Twilio phone numbers?

Due to local regulations that can be found here, some phone numbers require the user to meet specific address requirements for phone number ownership. Address requirements may vary depending on the number type of Local, National, Mobile or Toll-Free.

Local number types are generally held to strict prefix + locality mapping requirements in many countries. Prefix + locality mapping means the address provided would need to be a business or personal address that you, your company, or your customer uses within the locality (assigned area code) of the number. If the address provided is not within the area code which the prefix of the number belongs to, you will not be able to purchase the number with that prefix.

Twilio requires you to report this local address to us at the time you purchase the phone number by using the proper bundle SID and address SID. In the event that we are contacted by authorities in a country where a local address is not required, Twilio will send an email requesting this information to the email address associated with the project. You will be required to provide the local address within 24 hours or your phone number(s) in that country may be taken out of service.
