Summary

Starter Brand registration is now available for ISV-type customers to register their smaller-volume clients.

Starting October 1, 2021, T-Mobile will increase per-message carrier fees for unregistered traffic, and begin charging a $50 one-time campaign activation fee for all Standard and Special Use Case Campaigns. This additional activation fee does not apply to Starter Campaigns.

Direct customers sending fewer than 3000 message segments per day to the US and using 5 or fewer Twilio long code phone numbers do not need to take action at this time.

Fees Update for A2P 10DLC (Direct Customers)

Starting October 1, 2021, the following newly announced T-Mobile fees will go into effect for messages sent to T-Mobile subscribers from Twilio 10-digit long code numbers that are not yet registered for A2P 10DLC:

  1. For SMS, T-Mobile’s carrier fee will increase to $0.004 per SMS segment. For phone numbers that are registered for A2P 10DLC, the fee will remain at $0.003 per SMS segment.
  2. For MMS, T-Mobile’s carrier fee will increase to $0.013 per MMS message. For phone numbers that are registered for A2P 10DLC, the fee will remain at $0.01 per MMS message.
  3. T-Mobile will begin charging a one-time $50 campaign activation fee for each newly registered Campaign.

These fees will be passed through by Twilio directly to your Twilio invoice, with no additional markup. For a complete breakdown of A2P 10DLC fees, please see our support article on A2P 10DLC pricing and fees.  

What action is required?

If you have yet to do so, please complete your A2P 10DLC registration (Primary Brand and Campaign use cases) by September 30, 2021 to avoid the incremental per-message fees, as well as the campaign activation fee. After October 1, every local long code (10DLC) phone number you use to send messages to U.S. handsets should be associated with a Twilio Messaging Service, and a registered A2P 10DLC Campaign use case.

Starter API Availability & Fees Update for A2P 10DLC (ISV Customers)

As an independent software vendor (ISV) customer building with Twilio, using local 10-digit long codes (10DLC) for application-to-person (A2P) SMS and MMS in the United States, and selling your solution to other companies, you are now required by U.S. telecommunications carriers to register your business, customers, and use cases (“A2P Registration”). 

Starting October 1, 2021, the following newly announced T-Mobile fees will go into effect for messages sent to T-Mobile subscribers from Twilio 10-digit long code numbers that are not yet registered for A2P 10DLC:

  1. For SMS, T-Mobile’s carrier fee will increase to $0.004 per SMS segment. For phone numbers that are registered for A2P 10DLC, the fee will remain at  $0.003 per SMS segment.
  2. For MMS, T-Mobile’s carrier fee will increase to $0.013 per MMS message. For phone numbers that are registered for A2P 10DLC, the fee will remain at $0.01 per MMS message.
  3. T-Mobile will begin charging a one-time $50 campaign activation fee for each newly registered campaign, with the exception of Starter Campaigns.

Please complete all registration (Primary Brand, Secondary Brand, and Campaign use cases) by September 30, 2021 to avoid the incremental per-message fees, as well as the campaign activation fee. After October 1, every local long code (10DLC) used to send messages to U.S. handsets should be associated with a Twilio Messaging Service and registered A2P 10DLC Campaign use case. 

There are two paths for registering your customers:

  1. Starter API (now available):If you have customers who send fewer than 3,000 daily SMS and MMS messages over 10-digit long codes AND have fewer than five 10-digit long codes, Starter Brand registration is now available to complete onboarding. 
  2. Standard API (available): If you have customers who send more than 3,000 daily SMS segments and MMS messages over 10-digit long codes or have more than five 10-digit long codes, complete onboarding now using the Standard A2P 10DLC APIs or Twilio Console. 

Note: If your clients meet the conditions for a Special Use Case (such as 501(c)(3) nonprofit, government, or emergency), please review our update and guidance in our support article, “Special Use Cases for A2P 10DLC.“

Fees Update for A2P 10DLC (Special Use Case)

Special Use Cases include messages from 501(c)(3) nonprofits, political organizations, government agencies, and emergency services providers. Starting October 1, 2021, the following newly announced T-Mobile fees will go into effect for messages sent to T-Mobile subscribers from Twilio 10-digit long code numbers that are not yet registered for A2P 10DLC:

  1. For SMS, T-Mobile’s carrier fee will increase to $0.004 per SMS segment. For phone numbers that are registered for A2P 10DLC, the fee will remain at  $0.003 per SMS segment.
  2. For MMS, T-Mobile’s carrier fee will increase to $0.013 per MMS message. For phone numbers that are registered for A2P 10DLC, the fee will remain at $0.01 per MMS message.
  3. T-Mobile will begin charging a one-time $50 campaign activation fee for each newly registered Campaign, with the exception of Starter Campaigns.

We understand that this deadline is a concern for organizations that qualify for Special Use Cases, and for whom registration is currently unavailable.

To support customers for whom use case registration becomes available after September 1, 2021, Twilio will cover this increased cost in per-message carrier fees for 30 days after your use case registration is made available. Customers will have 30 days to register campaign these use cases before incurring the additional fees.

Action will be required on your behalf in order to receive this fee coverage. On or about September 1, 2021, we will send you a request form that you will need to complete to demonstrate eligibility. This form must be completed prior to September 30, 2021 in order to qualify for fee coverage. More information about this process will be provided via email at that time.

Timing Update for Special Use Case Registration

The following groups have not yet been invited to register:

  1. Nonprofit organizations and government entities. We expect these groups to be the first segment of Special Use Case customers to be invited to register.
  2. Special Use Cases requiring additional carrier approval (Agents/Franchises/Local Branches, Conversational, Emergency, Social, and Sweepstakes use cases). Support for these types of registration is not yet available.
  3. 527 Political Organizations. Federal, state, and local 527 political campaigns, parties, or action committees will be required to register your organization with Campaign Verify (CV) and provide a CV token during A2P registration. Support for this type of registration is not yet available with Twilio, but we encourage you to register with Campaign Verify now so you can onboard A2P 10DLC as soon as Political Special Use Cases become available.

We will update you via email as soon as you are able to register these use cases. Once available, you will have a 30-day window to register before incurring increased per message carrier fees from T-Mobile. 

What action is required?

While campaign use case registration is not yet available for Special Use Cases, you can begin by registering your A2P brand. We will provide more registration guidelines for special use cases as they become available.
